Average rates on 30-year, fixed-rate mortgage loans declined to 6.52 percent, down from 6.63 percent the previous week, CNN Money reported July 31, 2008.
The rate for the same loan stood at 6.88 percent during the same week last year.
Despite the lower rates, U.S. mortgage applications declined 14.1 percent compared to the previous week, Bloomberg reported July 30, 2008.
